Iliana has extensive experience in the legal and advisory field in infrastructure projects. As a partner at SyL Consultores en Infraestructura, she has been responsible for various projects since July 2018. Her responsibilities have included preparing legal documents for a proposed water treatment plant, providing legal advice for the restructuring of Public-Private Partnership (PPP) projects for the Government of Puebla, and providing legal support to the World Bank in the design of financing mechanisms for the water sector in Mexico during the COVID-19 crisis.
Iliana has also provided legal consulting services to the Agencia Operadora Municipal del Sistema de Agua Potable y Alcantarillado de Los Cabos. She has advised on the design, construction and operation of a desalination plant under the PPP scheme. In addition, he has advised companies and public entities in the structuring of infrastructure projects under various modalities such as PPP, concessions, service contracts, public works and leasing. His experience extends to energy projects, real estate projects, financing, authorizations and guarantees.
Prior to her position at SyL Consultores, Iliana worked as a Senior Associate at Chávez Vargas Abogados S.C. where she provided legal advice to concessionaire companies, ensuring compliance with their obligations. She also advised companies in the execution of PPP contracts in the highway and health sectors, as well as in the establishment of special purpose vehicles for the construction, operation and maintenance of PPP projects. In addition, he provided legal advice on corporate matters such as capital increases, new partnerships and share transfers.
During her time as an Associate at Woodhouse Lorente Ludlow S.C., Iliana provided legal assistance to the Secretary of Communications and Transportation of the Federal Government. She worked on a 30-year PPP project for the construction and operation of the “La Raza-Indios Verdes-Santa Clara” elevated urban viaduct in Mexico City. He also advised on the financial rebalancing of highway concessions and the concession of a high specification A2 highway.
In addition, Iliana assisted Grupo Modelo in the preparation of concession titles for the use of the “González Ortega” Public Market in the historic center of Zacatecas and provided legal advice to a consortium of private investors for an irrigation infrastructure modernization project in Sinaloa. He also assisted in the preparation of an unsolicited proposal for an urban toll road project in Mexico City and advised on an integrated transportation system project in Sinaloa.
Iliana’s experience also extends to her time as an advisor in the Finance Secretariat of the Oaxaca State Government. During this period, she coordinated the modernization of the water and sanitation sector through the MAS Oaxaca Program, in collaboration with the World Bank. She participated in strategic projects, reviewed and adapted the State Law of Public-Private Partnerships and contributed to the State Program of Financing for Development.
