Francisco is a professional with over 30 years of experience in the infrastructure and energy sector. He has played an important role in consulting, financing, structuring and project development; including state and municipal infrastructure projects, as well as projects related to mergers and acquisitions. He previously served as director of business development at Currie & Brown de Mexico, where he led business development for the Mexico and Latin America office.
In the public sector, he served as deputy general director of Investment Banking at BANOBRAS and as fiduciary delegate of the National Infrastructure Fund (FONADIN) from 2013 to 2018. In this position, he demonstrated an energetic and dedicated approach in implementing ambitious financial programs, with an annual budget of $20 billion pesos, focusing on key infrastructure projects in sectors such as roads, water, energy, transportation, urban solid waste, tourism and sustainable urban development. Francisco negotiated the structuring and formalization of the China-Mexico Fund for infrastructure investments in Mexico with an initial investment of US$1.2 billion. Additionally, he was in charge of the selection and investment in investment funds, CKDs and Fibras in the infrastructure sector.
Previously, he was general director of project finance at the Ministry of Finance of the Government of the State of Mexico, where he led the refinancing of MXN $28,000 MM of the State’s public debt. He was in charge of the securitization of the future revenues of the Instituto de la Función Registral del Estado, for an amount of MXN $7,000 MM. In addition, Francisco implemented the PPS program in the State and participated in the structuring of several priority projects that promoted investments for more than MXN $25,500 MM.
Francisco has earned a reputation as a leader in his field, thanks to his extensive experience and expertise in infrastructure consulting and project finance. The projects in which he has participated have received recognition as “Deal of the Year” by Latin Finance and International Financing Review.
He is a graduate of American University in Washington D.C. with a degree in business administration and a postgraduate degree in senior management from IPADE.
